Attention: All PAM Certified RMicro ( Registered Microbiologists ) and SMicro ( Specialist Microbiologists )
The proposed Microbiology Bill is nearing its approval by the House and Senate Committees on Civil Service, possibly by the end of 2019. We were assured by the sponsors of the Bill, both in the Congress and Senate, of this big possibility.
The Microbiology Bill endorsed by the Professional Regulation Commission (PRC) to the Civil Service Committees of both houses is posted in the PAM website. Please look at Section 21 which will affect all PAM certified microbiologists.
SECTION 21. Registration Without Examination. – The Board shall register without examination any person who can present evidence or proof satisfactory to the Board that:
- He/she is a Filipino citizen;
- He/she is a person of good moral character;
- He/she has twenty-four (24) units of microbiology from an HEI duly recognized by the CHED, passed certification exam conducted by reputable, well established and long-standing professional organization in microbiology or its equivalencies in the practice of Microbiology as assessed by the Board and has been actively practicing microbiology for at least five (5) years. For this purpose, equivalencies shall refer to activities which may include, but not be limited to participation/attendance to trainings, scientific conferences/symposia in microbiology in the last 5 years, research publications as prescribed by the Board or national research awards in microbiology, recognized innovations or solutions to microbiological problems in industry.
All qualified applicants must apply for registration within two (2) years from the effectivity of the Implementing Rules and Regulations (IRR) of this Act. Thereafter, anyone who wants to be registered shall have to take the examination.
The above provision states that all PAM certified microbiologists (RMicro and SMicro) will be given registration without examination if they satisfy the above requirements – provided that they are currently PAM certified (this will be included in the IRR of the Law). Therefore, all PAM certified microbiologists (RMicro and SMicro) must renew their certification soon.
PAM is granting amnesty to all RMicro and SMicro who have not renewed their certification for many years. To be re-certified and eventually obtain PRC license to practice microbiology without taking the licensure examination, the following are the requirements:
- Study instructions on the amnesty program for renewal of certification as stated below.
- Earn 12 CPD units – for those renewing this 2019; 24 CPD units for renewing in 2020. (See the instructions how you can earn these units);
The CPD units can be earned from 2010 to present.
Submission of certificate of attendance to these microbiology events is a must.
AMNESTY PROGRAM FOR RENEWAL OF CERTIFICATION Of PAM CERTIFIED REGISTERED MICROBIOLOGISTS (RMicro) AND SPECIALIST MICROBIOLOGISTS (SMicro)
Effective February 11, 2019, all Registered Microbiologists (RMicro) and Specialist Microbiologists (SMicro) whose certification has expired shall be required to abide by the requirements, rules and regulations on Continuing Professional Development (CPD). RMicro and SMicro shall show proofs of completion of CPD units-requirement.
Earn 12 CPD units – for those renewing this 2019; 24 CPD units for renewing in 2020. (See the instructions how you can earn these units);
The CPD units can be earned from 2010 to present.

Submission of certificate of attendance to these microbiology events is a must.
The objectives of the CPD are as follows:
- To ensure the continuous advancement of RMicro and SMicro with the latest trends in the fields of microbiology and other related fields;
- To raise and maintain RMicro’s and SMicro’s capability for delivering professional services;
- To maintain the high standard in the practice of microbiology and related fields;
- To ensure globally competitive RMicro and SMicro; and
- To promote the general welfare of the public.

The Continuing Professional Development Committee (CPD com) reviews the application for renewal to confirm that the applicant complies with the renewal requirements.
Process:
- Submit the ff: soft copies of the documents to:
- properly accomplished CPD Form No. 1 (please download the forms shown below) for renewal of certification;
- CPD Form No. 2 Table of attained CPD units (see above the table) together with scanned copies of proofs and evidences;
- Scanned copy of deposit slip of P3,000 – application fee paid to Philippine Academy of Microbiology Account No: 246470000865; PNB – UPLB Branch, UPLB College, Laguna.

Renewal shall start on the date of completion of requirements with a validity of three (3) years.
Applicants will be notified on the status of their application thru email.
The successful applicant should pay P300 for the PAM ID Certified Registered Microbiologist (RMicro)/Certified Specialist Microbiologist (SMicro) to PAM PNB account. She/he should send through email the scanned copy of deposit slip. As soon as the committee receives the proof of payment for the ID, the PAM ID with PAM Registry No. ________ will be sent through courier.
